On August 14, Cincinnati police received a report of a car accident in the Price Hill area of the city. Patrolman Frank Sefton responded to the call, but as he approached the scene at the corner of Ring Place and Grand Avenue, he could see right away that this was no accident. A Yellow Cab stood in the middle of the rain-soaked intersection. Nearby on the pavement lay a woman, her clothing askew, her right foot almost severed, her throat cut and bleeding profusely.

Further investigation revealed that the woman was Barbara Bowman, a 31-year-old secretary who worked nearby. An eyewitness reported that Ms. Bowman had been involved in a tussle with the cabbie and had jumped from the cab with blood flowing from her neck. As she’d tried to flee, the cab had run her down and the driver, described as a slim, black man, had abandoned the vehicle and fled on foot. A check with the cab company revealed that the cab had been stolen earlier that day.
